Project: Men and Women together promoting social and gender transformation in their refugee and host communities towards a peaceful coexistence from 2024 – 2027

1.0 About ACFODE

Action for Development (ACFODE) is a national women’s rights organization founded on November 19th, 1985, with a Vision of A just society where gender equality is Reality and a Mission to empower women, youth and girls through social and policy change that fosters a culture where they are accorded equal opportunities. For the past four decades, ACFODE has built strong connections with cooperatives, organisations, forged strong relationships with leaders at differentlevels, and transformed the lives of youth, women and girls through policy advocacy, research, gender transformative and rights-based programming, leadership development, economic empowerment and mentorship.

2.0 Project overview

ACFODE in partnership with EIRENE eV International Christian Service for Peace secured funding from The Federal Ministry for Economic Cooperation & Development (BMZ), is implementing a programme focused on Men and Women together promoting social and gender transformation in their refugee and host communities towards a peaceful coexistence. The Programme main focus is to promote positive social, gender change and foster peaceful coexistence in Kyegegwa District by empowering men and women in refugee and host communities.
The expected outcome is Local peace structures (men, women, and youth) in refugee and host communities contribute to GBV prevention through sensitisation, advocacy and engaging with the duty bearers (service providers, local authorities), in order to promote social and gender transformation in communities.

3.0 Purpose of the Assignment

The purpose of this assignment is to develop a Gender Transformative Manual (GT Manual) that integrates key gender concepts, strategies for preventing gender-based violence (GBV), and approaches to peacebuilding.

3.1 Key deliverables

The Key Deliverable for this task are:
i. A proposal detailing the understanding of the TORs
ii. Financial proposal for the assignment to be undertaken

4.0 Time frame and Duration

The assignment is expected to be completed within 20 working days from the date of signing the contract. The consultant must be available and willing to work within the stated time frame for the assignment. The assignment will be effective the date of signing the contract.

4.1 Minimum Qualifications and Requirements

  • A degree in gender studies, social sciences, development studies or its equivalent
  • A detailed CV of the Consultant (s) including their qualifications and an outline of recent experience on assignments of a similar nature.
  • Demonstrated familiarity with the concepts, methods, approaches, related to gender transformative approaches, Gender Based violence, peace building and samples of similar or related work.

All interested consultants should submit;


a) Technical Proposal that clearly spells out interpretation and suggestions on the terms of reference (TORs), proposed methodology and work plan for performing the assignment.


b) Financial proposal
The Financial Proposal shall be presented as an amount in Uganda shillings (UGX). Both technical and financial proposals should be submitted in soft copies.
