Assessing the Women Rights Organisations (WROs) contribution to the Sustainable Development Goals (SDGs).

  1. Background

Action for Development (ACFODE) is a National women’s rights organization founded on 19th November,1985 to provide a platform for effective debate and action on women’s rights, empowerment and gender equality in Uganda. ACFODE’s Vision is A just society where gender equality is a reality and the mission is To empower women, girls and influence legislation and policy for gender equality in Uganda. ACFODE’s core values are Integrity, Learning, Volunteerism, Respect, Teamwork, Equity and fairness and the strategic objectives are;
SO1: To influence the formulation and implementation of policies and legislation that promote gender equality
SO2: To enhance the capacity of leaders to champions gender equality
SO3: To promote positive social-cultural practices that protect the rights of women and girls
SO4: To contribute to effective implementation of programmes that economically empower women and girls in Uganda
SO 5: To strengthen ACFODE’s systems, and practices for efficient and effective implementation of her mandate

Overview

ACFODE with support from Urgent Action Fund is conducting a review of women rights organizations to the Sustainable Development Goals (SDGs); specifically, SDGs 3, 5 and 13.
The review process will be guided by the following objectives;
• Enable a deeper understanding of the SDGs among all Ugandans, offering insights into key issues related to the three SDGs examined in this review.
• Galvanise the efforts of the women’s movement to contribute to the Gender SDG performance dashboard by Office of the Prime Minister and Uganda Bureau of Statastics; and the Ministry of Gender and Social Development national review report.
• Advocate for the adequate allocation of resources by the Parliament of Uganda to support the implementation of the three key SDGs.
• Build the capacity of actors within the women’s movement to deliberately document their contribution towards the realization of these SDGs.

2. Purpose of the Assignment

The purpose of the assignment is to conduct a comprehensive and independent analysis of the women movements’ contributions towards the SDGs. The review covers the period 2015 to 2023 (Midterm) specifically targeting women’s rights organizations in Uganda. The review will focus specifically on;
▪ SDG 3; Ensure Healthy Lives and Promote Well-Being for All at All Ages
▪ SDG 5: Achieve Gender Equality and Empower All Women and Girls
▪ SDG 13: Take Urgent Action to Combat Climate Change and Its Impacts
This review aims to provide an analysis of the achievements, gaps, lessons learned, recommendations and commitments to sustained efforts towards gender equality and SDGs in Uganda by the women’s movement; and different stakeholders including policymakers, development partners, private sector and the wider civil society.

3. Key deliverables

In terms of key deliverables; the consultant will produce;
i. An inception report detailing the approach to the assignment.
ii. A draft review report on Women Rights Organisations (WROs) contribution to the Sustainable Development Goals (SDGs).
iii. A final review report (Electronic copy).

4. Time frame

The assignment is expected to be completed within 20 working days from the date of signing the contract.

5. Minimum Qualifications and Requirements

At least a master’s degree in social sciences, gender studies, development studies, human rights, and other related fields.
• At least 5 years’ proven experience working with civil society organizations and / or on gender, SRHR, climate change and human rights issues.
• A detailed CV of the Consultant (s) including their qualifications and an outline of recent experience on assignments of a similar nature.
• Demonstrated familiarity with the concepts, methods, approaches, models and tools related to work with gender, democracy, governance and civic participation.
All interested consultants/firms should submit
a) Technical Proposal that clearly spells out interpretation and suggestions on the terms of
reference (TORs), proposed methodology and work plan for performing the assignment; b) financial proposal shall be presented as an amount in Uganda shillings (UGX).
